What about getting them from Sea Ports to so mmany places with poor to almost no roads.
US Army / Navy / Air Force and Marines have the heavy lifting helicopters to do the job and massive corps of Engineering groups to make or remake the roads. I know from first hand experience in Vietnam in the 1960's.

Yes it is a long term solution that can if one wishes also create some combined beautiful buildings too.
Simple things like a few hundred watt solar panel for each house could come later.
Haiti and Africa already have experience in simple things like Soda Bottle Sun Light tubes in roofs to give good daylight lighting inside for near Zero cost.
